Controls on panels cannot hide labels

I am having a problem hiding labels on controls on panels.  I have an array of controls, in a matrix, say for EQ.  Rather than labeling each individually, Low Gain, Mid Gain, etc., I was going to hide the labels then just label the top of the columns, Low, Mid-Low, Mid, Mid-High, etc., to make a less cluttered view.

But when I hide the label on the panel, all knobs show a label of "The Line" and all faders show a label of "Distortion 5".

Strangely, the change may hold for an edit or two, then the "The Line" or "Distortion 5" appears.  And sometimes the first label in a panel does stay hidden.

I am using version 2.96.0, Build 180219.

Not a critical error, since display only, and I have worked around it.

Middle row has already gone to 'The Line'. Bottom row has not, will change on next edit.

Now bottom row has changed, and top shows 'Distortion 5' -- except for first control.

I’m experiencing the same issue but with a practical complication as well - it seems my layout changes don’t save when I get the Distortion 5 display error.  

I’m in v2.98.0 build 181122.
