Has anyone made a generic modal keyboard controller for KONTAKT libraries

I have had MIDI designer for a while but I really have not had time to learn how to create with it and each time I try I get stumped. 

I am wondering if anyone has made the layouts that I need. 

I need a generic keyboard controller to play KONTAKT (various libraries) from the iPad.  

but it needs to be a 7 note  modal scale / not chromatic

Like the way you can choose only the notes of a particular scale in iOS garage band, or animoog, or sample tank.

This is for a music therapy project where I teach disabled adults to play music with virtual instruments on iPads.

Trying to go beyond the sonic limitations of garage band.   

Would I need a different layout for each key and scale that I might use?

Or is there a way to have a drop down selector for key and a drop down selector for mode/ scale. 

I would need at least major, Minor, Harmonic minor, 5th mode of harmonic minor, major and minor blues scale, phrygian, major and minor pentatonic.  

Can anyone help with this?
